For that cut a 1 inch PVC pipe roughly 2 - 3 feet long. Then put the into the ground pipe directly under the foliage (not too close to the tree trunk).
Leave about 1 - 2 inches of PVC pipe exposed above ground. When you water the tree, fill the PVC pipe with water, and the water will go directly to the roots of the tree
